UAE Announces Comprehensive Federal Traffic Law and Other Key Initiatives

The UAE Cabinet, under the leadership of Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, and Ruler of Dubai, has approved a series of significant new legislations aimed at advancing various sectors within the country.

New Federal Traffic Law

A new federal traffic law has been approved to modernize the classification of vehicles and integrate advanced technologies on the roads. This legislation aims to keep pace with global developments in the transport industry. Notably, it includes provisions for the expansion of self-driving vehicles and electric cars, reflecting the UAE’s commitment to innovation in transportation. The law also addresses personal transportation means, driving license regulations, vehicle insurance, inspection protocols, and driving school standards.

Combating Communicable Diseases

A new legislation has been introduced to combat communicable diseases, establishing a legal framework for prevention, monitoring, reporting, and handling these diseases. This framework builds on the UAE’s effective response to the Covid-19 pandemic, incorporating social distancing guidelines and vaccination efforts to protect public health.

Protection of Tourists

In a bid to enhance tourist safety and services, the UAE Cabinet approved the adoption of the International Code for the Protection of Tourists by the United Nations Tourism Organization. This code will guide tourism institutions in the UAE, ensuring the application of best practices and principles.

Emirati Genome Programme

The UAE has launched a groundbreaking federal decree law regulating the use of the human genome. The Emirati Genome Programme aims to create a comprehensive map of genetic and hereditary diseases in the country. With over 600,000 genetic samples already collected, the programme plans to expand to one million samples, aiding in the development of specific medicines and improving healthcare for future generations.

Money Laundering Regulations

To combat financial crimes such as money laundering and terrorism financing, the UAE has introduced the Unified List, which includes 41 penalties. This legislation provides flexible timeframes for complainants to submit necessary documents to the court, ensuring justice and streamlined legal procedures.

BRICS Membership

The UAE has recently joined the BRICS economic bloc, aiming to strengthen economic ties with diverse global blocs. The Ministry of Finance and the Central Bank will represent the UAE in various BRICS financial working groups, fostering international economic relations.

Accelerating Economic Growth

The UAE Cabinet approved the formation of a working group to develop the Federation of Chambers of Commerce and Industry (FCCI), led by the Ministry of Economy. This group will enhance the FCCI’s role in the economy, build global partnerships, and enable local companies to enter international markets.

Digital Transformation and AI Ethics

The UAE Cabinet approved the Ethical Charter of Development and Use of AI, ensuring the responsible and ethical use of artificial intelligence. The country also adopted initiatives for a paperless government and guidelines for handling digital waste. Earlier, Dubai appointed 22 Chief AI officers across government entities to position itself as a global hub for AI development and deployment.

Agreements on Transport, Sustainable Energy, and Legal Cooperation

The UAE signed an agreement with Oman for a railway project linking the two countries and an agreement with Kazakhstan for the implementation of a wind power plant. Additionally, the UAE signed legal cooperation agreements with Kenya and comprehensive economic partnership agreements with Mauritius, Costa Rica, and Congo Brazzaville.

These initiatives reflect the UAE’s commitment to innovation, economic growth, and international collaboration, positioning the country as a leader in various global sectors.
